Why not? There's no "libpcap-workers" - tcpdump.org handles both
tcpdump and libpcap.

Are you sure there was ICMP traffic on the network on which you're
capturing? I've been able to capture ICMP traffic with tcpdump (which
uses libpcap) and with Ethereal (which also uses libpcap).
