I've taken this up in linux-kernel and linux-net mailing lists.  We'll see
if anyone of authority looks into it.

I agree that libpcap shouldn't use the old SOCK_PACKET interface just for
this.  It's only a 'breaks the expectatations' issue with ifconfig after
all.
