In the Ethereal source tree we have a "packaging" directory with "rpm"
and "svr4" directories with the stuff for making RPMs and SVR4 packages,
and a "debian" directory with stuff for making a Debian package (I'm
told that it can't be moved to a subdirectory of "packaging").
It makes sense to me, at least, to do the same, or something similar,
for libpcap and tcpdump.
