There are no libpcap >= 4 that I'm aware of. libpcap >= 3.4 yeah, but 3.4
is so old it'd be beside the point to require it specifically.
Anyway, this is a packaging problem with ksnuffle or a problem with it
anyway; not tcpdump/libpcap.
