Well, that depends on what he wants - if he wants to process incoming
packets in user mode before passing them to the networking stack, and
process outgoing packets in user mode after passing them to the
networking stack, divert sockets will do the job, but if he just wants
to simulate a particular delay and loss rate, dummynet might be better,
as it doesn't require any user-mode code to be written.
