Just for added context ...
Paul's comment was related to proposals being discussed in TCPM about
extending the TCP option space, including the one for extending the
option space in the SYN. These proposals were brought up in the tcpinc
discussion as solutions for some key-size issues (i.e. if the tcpm
option space proposals are adopted and broadly implemented, then the
keysize issues for one of the tcpinc proposals could be resolved).

I would really be concerned if a protocol worked out in tcpinc was incompatible
with current work in TCPM, or if the tcpinc protocol would end up as a
gatekeeper for new TCP extensions TCPM will come up with sooner or later.
The challenge is that we don't know how TCP will evolve in future. Still, we
know for sure that the more complexity we add to TCP core mechanisms by adding
new extensions, the more interoperability challenges will result. See for
instance draft-barre-mptcp-tfo as a current example for interoperability issues
inside TCP. IMHO we should try to avoid ending up with a bunch of future
documents draft-ietf-tcpm-xxxxx-incompatible-with-tcpinc.
Clearly separating the functionality and minimizing changes to existing TCP
mechanisms could be a more future-proof approach.
