Just to update everyone, I did actually submit an application for an
ExID, though I haven't heard back yet.  To the extent possible, I'd like
everyone to be happy with our efforts, but I also don't want to hold up
TCP-ENO because of an ID allocation catch-22.

I proposed that we keep on the current (squatting) path for now, but if
at some point we are able to secure an ExID, then we can switch over to
follow an RFC7413-like template.  Is that fair?
