Probably your best bet is to start from a LiveCD image for a BSD or Linux system that includes tcpreplay - then you can simply add your capture files and update the boot scripts to run the traffic generation you want (you'll probably want to have some way to turn this on/off after boot - at least from the command line, and probably more usefully via some network remote control) and re-burn the ISO image to a CD.
