Well I can't write your test plan for you, but in general you'll need:
1) Some pcap files of the type of traffic you want to test with.
Basically pcap's of "real world traffic" or whatever meets your test
criteria needs. Might want to throw in some malicious traffic in
there too.
2) A way to monitor the performance of the firewall. SNMP is probably
a good generic solution, but your firewall might have something
better.
3) Two boxes- on a web server the other a client. Put one on either
side of the firewall and use them to verify the firewall is still
properly passing traffic. There's plenty of web performance tools on
Freshmeat.net which would give you information about latency, and
other performance metrics. Comparing performance numbers w/ and w/o
the firewall as well as w/ and w/o load would tell you the effect the
firewall has on network performance.
Then use tcpreplay's feature to send traffic at different speeds. You
can use packets/sec or Mbps for example. This is where the new v3.3.0
code can really help. Be sure to read the online manual for more

Anyways, it would be great that once you've written your test plan if
you could share it with others. I'm sure a lot of people would find
it useful. Also, if you can, share your pcap files on openpacket.org!
