It's time again for another Tcpreplay release.  Being a minor release,
this is mostly bug fixes and feature requests reported by users.
Probably one of the biggest requests has been making
tcpreplay+tcprewrite into a single tool again by default.  To allow
this, but still provide for maximum performance when necessary there
are now two tcpreplay binaries tcpreplay and tcpreplay-edit.

Tcpreplay 4.0 is still under development, but I'm looking for one or
more QT developers to help with the GUI effort.  If you're an
experienced developer looking to show your stuff or a newbie looking
to gain some real world experience to pad your resume with, let me
know!
