Just so I'm clear, did you install both libpcap AND libpcap-devel? I'm 99% sure that RHEL6/CentOS6 has an rpm for tcpreplay... and I'm 99% sure it builds from source... At least I thought I tested it once upon a time. You could always take a look a the .srpm to see they did any patching to make it work without telling me.
