If you are using IKE to set up keys that will not work because the keys
will change at every tunnel setup. With static SPI's this may work, if the
tunnel doesn't have Anti-replay protection. There are also testing
platforms (IXIA or Spirent) that can simulate IPSec. I am not sure if that
is an option for you. Good luck.
