Hi, you might have some luck with https://github.com/ouspg/swissfuzz , 
which I wrote several years back to do robustness testing of arbitrary 
network protocols. It does need some  updating (and documentation), 
which might not happen any time soon. Still, it might be helpful in some 
of your test scenarios.

SIPp seems appropriate what you're planning to do, though. If I were to 
use it, I'd probably write a simple pcap (to simple text-based format 
with one line per payload) to XML converter ;)
