Rod Page made one. I think he used it in iSpecies and we ran it for
the uBio Portal. I believe Google eventually said something to him
about it and it went away. I'll cc him in case.

..would definitely be nice to have one. Probably some screenscraper
or webbot techniques could be used to get data out of Google
Scholar, but that would be odd..
