TEACHSOC: efficacy of death penalty

does anyone have the citation and/or the four criteria that someone came up with awhile back? Terrible that I give such vague clues, but it was something like the death penalty would be a deterrent if the death of the offender was sure, certain, immediate...?   Does that ring any bells for anyone? If so, would you mind helping me ring mine?   thanks   john
