I’m not sure exactly what you’re looking for, but the journal Critical Criminology has run a lot of articles in the last couple of years about how the response to terrorism (not terror itself) has led to heightened social control.  One of my favorites is “Enemies Everywhere: Terrorism, Moral Panic, and US Civil Society” (Volume 12, Number 3, November 2004, Pages: 327 – 350).
