Apparently the lack of sensitivity is an intended feature. My brother is a 
Photopass photographer at Disney World and has had to deal with these since 
January. He mentioned having to "bump" the wrist bands to read them.
Whether this adds much (if any) real security it gives that illusion to the 
masses.
