I can understand why that would run afoul of some laws... even though your 
intent is just to determine if the remote site is trustworthy, from the point 
of view of the site owner, it can look to be an attempt to exploit a 
vulnerability. 
I get annoyed enough when our Security folks decide to hit servers with their 
scanners and light everything up. Configuring iptables to drop (as opposed to 
reject) is my favorite evil trick to make that a lot more difficult for them :D
