I have a cellular modem (Verizon Jet Pack) which has a data limit of 3 GB per month (unless I pay more money). That works out to about 100 MB / day. I connect to this device by wifi. Just for example, say the SSID is RonsCellModem (which it's not).

With all the processes that run in the background in Windows and Android, it is very easy to burn through my quota in a matter of minutes if the wrong things are running. Streaming of any kind is out of the question, for the most part. Normally, when I plan to use the device, I spend about 2 hours touching a dozen apps each on both my Windows 7 laptop and my Android tablet to disable background syncing and automatic updates, etc. Downloading just one podcast could put me over my daily quota. When I decide to stop using the modem, I have to spend another two hours turning everything back on on the devices.

This is a royal pain in the rear. So, I'm wondering if there is a better way. Does anyone know if there is a Windows program and / or Android app which will disallow all network access except apps that I specify AND which is customizable by wifi SSID. So, if I'm connected to RonsCellModem, perhaps the only things I want to be able to connect to the net are email and web browser. When I'm connected to RonsHomeNet (fictitious), then everything would access the net as normal. Even then, I might NOT want the email syncing every 10 minutes like it normally does.

I'm already using My Data Manager on Android to monitor data usage, but, it doesn't understand the concept of a wifi cell modem. Thus everything is counted as wifi data and not against the mobile data quota. Also, this program just monitors data. It doesn't restrict net access.
