I recommend the Illinois Air National Guard. They used to do government agencies as training. They did my backbone between building about 14 years ago. I supplied the parts, cable and lunch. They provided the labor and machinery for free.
I don't know if they are still doing it. The wars may be giving them plenty of practice.
