I have bought many pre-charged right off the shelf and hit them with my multi 
meter and they all came in right around 1.0  to 1.2 which is what they should 
come in at. I think around .087 is when they are "dead" and need recharged. If 
they fall below .043 I think then the cell is damaged.  Each one is slightly 
different.
 I think the reason they started selling the pre-charged batteries were for 
people like me who prefer rechargeable but if one is out and about and they 
need new batteries they normally had to buy disposable. Now one can buy the 
pre-charged and in most cases that should get one through until they get home 
to a charger. 
 
I have had good luck with this practice but I can not say that everyone will. I 
don't like buying disposable batteries in the store due to price. I buy my 
lithium cells from battery junction and they are cheaper then alkaline in the 
store.
 
Hope this helps. I would say just buy one pack you may like the idea of the 
pre-charge or you may hate them. I like them and use them a lot!!!!

That was the point - they are supposed to retain 75% of the charge for up to a 
year, and somewhere I read that they are supposed to last longer as well.

Haven't heard of this, but if I had the option I would specifically look for 
the regular "uncharged" (or half-charged, whatever it really is) rather than 
some pre-charged battery that's been sitting in a factory, warehouse(s), 
transit vehicle(s), stockroom, and then the shelf from which I buy it. :P
