This may not be of great value, since I don't have any experience with Windows 7, but I can tell you that we recently had to enact a Group Policy to facilitate enabling this administrative share on all our XP Pro clients to roll out Kaspersky Antivirus. We had to disable "simple file sharing" on all our clients. You might do some googling on that topic for Windows 7 as well.
