I had the exact same issue. I fixed it by going into DansGuardian and editing
exceptionregexpurllist<https://192.168.100.1:445/cgi-bin/dansguardian/edit.cgi?file=/etc/dansguardian/lists/exceptionregexpurllist>
. I added stltoday.com to that list and removed the comment from the line:
^[^?]*\.css($|\?)

Sounds like one or more of the .css style sheets failed to load for one reason
or another (e.g. the IPCop box denied/blocked the HTTP request for the .css
file).
