You have to be very careful here when it comes to recording sound.  
Surveillance laws/rights give you the right to record video in offices no 
problem.  If you start recording sound the person being recorded has to be made 
known I  think.  Might want to call the police or local security camera install 
company to verify me on that, but I know the rules are WAY different for sound.

As far as the technical end, a webcam with a mic with any number of 
streaming/encoding apps would get the job done.  We used windows media services 
a lot here so that is what comes to mind first.  You wouldn’t need the 
streaming server really though, just the running encoder that could accept 1 or 
2 stream viewers on it’s on.

There has been a couple instances of someone coming in and being pretty 
"verbal"..
Best case..
Record sound and video in separate building..
 But able to see live feed
or
Record sound and video on box in room.
But able to see live feed in different building..

Of course as close to 100 MD$ as possible..
