You have to be very careful here when it comes to recording sound. Surveillance laws/rights give you the right to record video in offices no problem. If you start recording sound the person being recorded has to be made known I think. Might want to call the police or local security camera install company to verify me on that, but I know the rules are WAY different for sound.
As far as the technical end, a webcam with a mic with any number of streaming/encoding apps would get the job done. We used windows media services a lot here so that is what comes to mind first. You wouldn’t need the streaming server really though, just the running encoder that could accept 1 or 2 stream viewers on it’s on.
