No it's not.  It's hotmail blocking a Verizon static IP address.
They are not on any blacklist.  Nor are they on a DUHL.
Verizon decided to stop letting them relay off a Verizon server all the sudden.
It was authenticating to it and relaying off it.
I created a SPF record but it doesn't seem to help or be related to this 
message.
There are a lot of posts in forums about this.  They seem
to post a message in one of Windows Live's forums and pray for 
someone to look at it.

That's not the usual blacklisted message... any chance you can let us know
which domain/SMTP server the e-mails are coming from?
