I'm not sure I understand the decision to ship version 1.5, either. The HTC Desire just launched for US Cellular with Android 2.1, but it's supposed to get 2.2 very soon. If it shipped with Android 1.5, nobody would care and USCC would probably have to chalk it up to a failure.
Dell is supposed to be launching an Android phone, too, if they haven't already. Our secretary's daughter works in HR for Dell and has one of the testing units. I wonder what version of Android they'll be putting on the phone.
