Kompozer is what we use here for open source HTML editor. http://kompozer.net/ 
- definitely doesn't have all the bells and whistles of DW, but it's actually 
the one the web instructor recommends for students who don't want to purchase 
DW.

Our district is using Illinois Virtual Schools this year for online classes
for students who want to study subjects we don't offer here.  Our Business
classes include a Web Design class but we have student whose schedule
conflicts with the time so he is taking it online through IVS.  His syllabus
says he needs an html editor such as Dreamweaver or Frontpage, that's no big
deal since we have Dreamweaver CS3 in one lab and CS5 in another lab, but
not on any of our laptops.

The problem is the student needs to work on this at home but, of course,
doesn't have the software at home.  He has a laptop and a desktop at home
but I don't feel comfortable putting one of our license keys on one of them.
Another solution is to "check-out" a school laptop to him with the software
on it, which means I'd have to type up a document stating the student and
parent are responsible for any damage or loss of the laptop.  My 3rd
solution would be to have him install an open source html editor on his own
laptop, but I'm not completely sure he isn't required to have DW or FP.

My first question is what would you do in this situation?  Second, does
anyone have a legal document they can send me for "checking-out" laptops to
take home?  Third, does anyone know of a good open source html editor I
could possibly have him use for now?
