folks I am forwarding this thread on to the current President of ILCTO (Keith Gillette).
Curtis, the Starved Rock and Heartland sites were not thought of as a 2nd Downstate site but as a site that was closer to the rest of the state while still hopefully being accessible to our current members from the Northern part of the state. I know it's not a solution, but it is a start. I think that all the interest being shown in a second meeting site much further down state is good and I for one will do anything I can to support it.
