Are the PCs that work running the same version of flash as the ones that don't?

I've got an issue on some computers, but not all where the flash player will 
refuse to run on the following sites.  Of course even testing requires 
disabling the popup blocker and logging in twice to the sites. 

actonlineprep.com

keytrain.com

Some computers are fine, but others refuse to run the content on these sites.  
The only surefire way I can find to fix it is to install firefox on the problem 
computers and then reinstall flash after firefox.  Since flash requires admin 
password to install it means I must touch every computer that needs this.  Am I 
missing something?  Perhaps this is why Apple is avoiding flash?  : )  These 
are running XP.
