Yes, we book labs and conference rooms that way. We don't currently book equipment as we no longer have the need but we have booked equipment (namely LCD projectors) using Outlook/Exchange in the past. Essentially, we set up an Exchange account for each room and delegate permissions to a "room master" who is the administrator for the room. People can schedule meetings and "invite" the rooms. We have Exchange set up to auto-accept any requests that are not in conflict. Users also can change/delete their own requests, but not anyone else's (the "room master" can delete/change any request). This is our third year of booking labs and conference rooms this way and it works very well.
