File storage?  What kind of files?  How big? Who needs to access?  

Since you are running IIS and Server 2003, have you considered Microsoft 
Sharepoint 3.0?

I am told SharePoint plays very nicely with Moodle.

Even if Moodle is to top-heavy for this application, the price is right.  You 
could check WordPress and / or Joomla as well.  All three applications are 
PHP/MySql applications that will run on IIS.

I'm looking for a web-based file storage system to put on my IIS server.  I
know of Filebox, but as far as I know it's only for Linux systems.  I don't
want to use FTP and I really don't need all of the features of Moodle right
