I don't think that is a matter of the MMC, but rather delegated permissions.  
The teachers probably don't have permission to unlock accounts.  Assuming you 
are using a group for delegated permissions, you would probably just need to 
delegate that permission to the group.

Thanks to Aaron's wonderful tutorial, I have set up the reset  
passwords mmc for several of the teachers. My question is...Is there a  
way for the teachers also to unlock a student's account using this  
mmc? Our network is set to lock the account if a user tries to log in  
unsuccessfully 5 times. Right now, the "unlock the account" check box  
is greyed out for the teacher in the mmc.
