Ok so your suspecting the DHCP server on your network refuses to repond to the 
pxe booting win7 laptop because it is not in the domain.

Unless there is a way to get your DHCP server to play nice (not an expert in 
this area), the other option maybe to setup a small standalone FOG server with 
it's own dhcp to initially register and push an xp image to the laptops. The 
FOG server doesn't care about if your in a domain or not.

It sounds like once you get XP on them it's clear sailing.  I'm not aware of 
the numbers your talking about , but it may be an option.

PXE boot works great on the netbook were I have xp pro installed. On the win7 
starter netbooks I want to image I have the bios setup the same as the xp pro 
netbook. I am guessing since win 7 starter is not domain savy it is not booting 
from pxe.
