What does POSIX say?

I note that one can't creaet a zero-length file:

  > touch ""
  touch: : No such file or directory

and a zero-length symlink seems more confounding than useful, so I'm
inclined to prohibit it.  Certainly the same rules about allowable names
should apply to symlinks and files.
