I like the proposal. I was about to suggest (while we are touching it) to split out the other firmware to a separate set, but when I looked it is just 31 MB (and that already includes some firmware that will move to the gpu set) on non-x86, which even with a small SD card as root on some evbarm SoC is not that bad.
