there is a command /usr/sbin/useradd and / or /usr/sbin/adduser to create
a user. the default home is created in /home/<login-id>. the defaults can
be modified by passing some options to the command. read the man page for
more info.
In the gnome environment u can use the command
redhat-config-users
which gives you a gui.
PS: the command name may differ based on the version you are using.
