I take it he wants to measure the rotation of the cam/or crank. This could be done with an Opto-Interrupter and wheel - basically the innards of a mouse. Depending on the application - you may get away with gutting a mouse, keeping the board and sensors and just plugging it into a USB port while running the right app.
If you are using a PIC then some of them come with ports than can be programmed to act on interrupts and use those to increment a counter. The Opto-Isolator,generally one IR emitter and one receiving Photo-transistor, may need to then be connected to a transistor to bias it, or simply have a pull up/pull down resistor attached (depending on if you want to trigger on leading or trailing edges). This transistor assembly can then be plugged into the digital pin, and to read it, you just read the delta (difference) of the counter.
