I do not know which language you are using to read the CSV file so I will give you some language independent solution.
 
I have no idea about this "jexcelapi "
 
butr you can read the CSV file in 2 ways.
 
1. If you are using any Microsoft technology for this perpouse say VB, VC, C#, ASP .Net etc.
 One of the way could be to create an Excel object . Open the CSV file in it. You can run your SQL queries on the excel object datatable.
 
2. anotherway is to open the csv file in text format.
This is the best way if you have only one sheet in your CSV file.
Just open the file in Notepad and you will see all your data stored. So you can open the CSV file in Code just as any text file and read it line by line to read data.
