Goto Start>Administrative Tools>Domain Security Policy and hit the + for Account Policies click Password Policies and change 'Password must meet complexity requirements' to Disable and if the problem still happens try changing Password History to 0 and if it still happens change Minimium Password Length to 0, or you can make all those changes as you wish.
