Instead of tunneling, how's about directly over some other protocols?



UUCP 

Believe it or not, it's still used, and usefull, in large portions
of the world.

Bluetooth L2CAP 

Has its own transport layer encryption, and even if Bluetooth isn't
the bee's knee's, other similar technologies are likely to come along.

Ethernet

Is TCP/IP even necessary when talking to nodes on the same lan? Not
sure, but it might be worth investigating. Especially now that there
is talk of last mile Ethernet over fiber.
