That's not true, unfortunately - nodes have to forward the data even
if a node lower down in the chain hangs up, since if they didn't
then an attacker could use hung-up requests as a data probe.

In fact, my ideal flooding attack goes like this

        - insert random data
        - request that data from 1000 nodes and hang up
        - repeat

although it seems that in practice Freenet is so vulnerable to
flooding that even relatively stupid attacks can be devastating.
