Bandwidth usage and backoff look okay here:

Gimme your stats, folks! :) I've heard that backed off is higher for
many people... what about bandwidth usage? Is the node finally using a
reasonable (if not a good) amount of bandwidth? (If your limit is 100k
that doesn't necessarily mean your node will use 100k even in an ideal
world, unless your peers are fast or numerous; I'd expect most nodes to
use around the average bandwidth limit of 15kB/sec).
