To get that amount of IOPS, you're likely going to need quite a few 
Isilon heads, which has the perhaps undesirable effect that you will 
have many more TB of storage than you need as a result (making it more 
expensive).

You might talk to the guys at Berkeley Communications. They do smaller 
solutions like this that may or may not work for you. I've been dealing 
with a guy there named George Chang on a different project with similar 
storage size and IOPS requirements. (all or mostly flash).

BlueArc could also easily do this, for a price.
