Anyone seen a perl module, C library call, shell script, or something that 
could actually make sense of the syslog-ng configuration file?  We need to use 
a tool that would tell us what syslog-ng will do with a log message so we can 
confirm correct configuration.

No, we cannot just check in a static file, and there are two many variations 
for just hand inspection.
