I can confirm that Xymon (formerly "Hobbit" formely "Big Brother") can
operate as either a push or pull. By default agents report to the Xymon
server, but you can configure hosts where instead the server connects to
the agent and queries the needed data.

For what it's worth, Xymon also has configurable "recovered" messaging
options.
