God damn it.  Apparently it's a new "feature" of KitKat, (4.4).  It's a known 
issue.  Everyone is bitching and getting low priority no attention.  The hacks 
and workarounds are ugly.

Essentially, in order to workaround, in my phone, I can to the People app, and 
click the drop-down for which accounts to show (currently selected only my 
Office365 account) but there's a "..." button on that account, which allows me 
to further filter the contacts I want to show...  I can select "Categories."

So I have to categorize all my real contacts.  I guess I'll call them "Real 
Contacts."  And I have to remember to categorize all my new contacts from now 
on, if I actually want them to sync.
 
This is utterly moronic, and for any of you thinking about upgrading your 
Androids to 4.4 when the phone company pushes out the update to you...  I 
encourage being very skeptical.
