Being a non-vpc, stopping the instance causes your private IP to change, and 
causes your elastic IP to dissociate.  So I had to reassociate the elastic IP.  
If this had been a different system whose private IP was in another system's 
firewall rules or mysql authentication database or anything, I would have much 
more annoyance, but fortunately, not this time.  This machine I only needed to 
reassociate the elastic IP and ignore the private IP change.

I don't believe the issue was the machine itself.  Simply force rebooting it 
made it come up the second time, with no changes.

Meanwhile I was running a continuous ping to the machine.  I noticed after it 
was up, and I logged in, and I did something like "ls /var/log/htt" and hit tab 
for autocompletion...  Which took a long time so I hit like backspace, ctrl-c, 
tab again...  all hanging...  And after like 10-15 seconds it snapped out of 
it.  The problem seems to be either network or storage.  No pings were lost 
(pretty consistently between 20-30ms) so I think their storage network is 
simply overloaded and flaky as a result.

Plenty of free memory, cache & buffers.  Mostly idle cpu.
