I don't have access to the underlying MTA :).
I also want to throttle based on thread not just per list. I'd prefer to
throttle it by putting mail in a moderation queue, which I think should be
done at the MLM level.
I'm open to other suggestions on how to automagically suppress flame wars.
I'd prefer to just hand out some moleskin and tell people to deal, but
that's becoming less and less of an option.
