For change management, by which I mean a "paper"-trail on who changed what when and with who's approval, we use Elog (https://midas.psi.ch/elog/). You have to tweak the basic logbooks so that it tracks the things you're interested in, but I don't think it was all that hard (been a while since I dabbled with it).
