You may want to check w/ the folks at afp548.com  - someone there  
might have a thought.  They tend toward this kind of scenario a bit  
more than the norm.  Apple Edu support didn't have any options?



The major issue for you is that that system keychain isn't being  
accessed for the wifi password, right?  That might be a bug, vs the  
expected behavior.  You should be able to store that kind of thing  
there, vs the login keychain.  It definitely was the expected behavior  
in prior versions (10.4).  I don't have my laptop handy at the moment  
to check where 10.5.6 stores things, though.

But yes, there's not many ways for an admin/root user to interact w/ a  
different user's keychain.  It's just not really supposed to happen,  
and is a massive security risk, if it did without the user's permission.
